Back to basics. Engine requires three things to run; spark, fuel, and air. If it won't start, it's missing one of the three. Air is probably not the problem. Did a vacuum line get disconnected during repairs? Could be your petcock isn't opening. Try starting it on "prime" but don't leave it in that position.
If it's not fuel, it's spark. Check the safety switch on the side stand. That's one common problem point.
